1. Overview & Financial Model
This Cancellation, Refund & Dispute Policy applies to all bookings, reservations, rentals, and service hires arranged through the Dibbs mobile application operated by Dibbs Technologies Inc.
The Dibbs platform is 100% free of booking fees for Service Seekers. Dibbs earns revenue solely via platform commission fees collected from Service Providers and Merchants. Because Dibbs does not collect, hold, or process payments from Service Seekers, Dibbs does not issue financial refunds directly to customers.
2. Cancellations & Provider Commission Adjustments
- Seeker Cancellation (24+ Hours Notice): Service Seekers may cancel a confirmed booking through the Dibbs App without penalty up to twenty-four (24) hours prior to the scheduled service time, dining slot, or venue reservation. For timely cancellations, Dibbs waives or fully credits back any applicable platform commission fee to the Service Provider.
- Late Cancellation (Under 24 Hours Notice) & No-Shows: If a Seeker cancels less than twenty-four (24) hours before the appointment or fails to appear without canceling, Dibbs reserves the right to retain or charge the standard platform commission fee to the Provider for the reserved slot. Any cancellation fee charged by the Provider directly to the Seeker is governed strictly by the Provider's independent store policy.
- Provider or Merchant Cancellation: If a Service Provider or Merchant cancels a confirmed booking at any time, Dibbs waives all platform commission fees for that transaction. Unjustified or repeated cancellations by a Provider will result in rating penalties, account suspension, or permanent platform ban.
3. At-Venue & On-Site Payments (Direct Cash / Balance Settlement)
- Direct Payment Mechanics: All payments for services rendered, venue rentals, or dining charges are settled directly between Seeker and Provider on-site via cash, direct e-wallet transfers (GCash/Maya), or card payments.
- Pre-Payment Inspection & Refusal: Seekers are required to inspect completed services or venue conditions before handing over direct payments. If a service or venue is severely deficient, incomplete, or misrepresented upon arrival, the Seeker should decline on-site payment and immediately log a ticket in the Dibbs Help Center.
- Refund Exemption: Dibbs Technologies Inc. does not collect or hold money paid directly to a Provider at the booked service location and cannot directly issue cash or digital refunds to Seekers. Any request for reimbursement of those payments must be negotiated directly with the Provider or pursued through legal channels.
- Security Deposits: Any security deposits or physical damage holds required by venue owners must be arranged independently off-platform between Seeker and Provider. Dibbs does not hold, collect, manage, or refund security deposits, and bears zero liability for at-venue deposit disputes.
4. Internal Dispute Resolution & Grievance Mechanism (RA 11967)
In compliance with Section 21 of the Internet Transactions Act of 2023:
- Ticket Filing: Users may log an official dispute ticket through the Dibbs App within twenty-four (24) hours of the scheduled booking time.
- Evidence Submission: Disputing parties must submit documentary proof (in-app chat logs, photos, videos, receipts) within forty-eight (48) hours of filing.
- Administrative Remedies: Dibbs Support will investigate submitted evidence. While Dibbs cannot forcibly retrieve cash paid directly at the venue, Dibbs may adjust Provider rating scores, waive or enforce Provider commission fees, issue official warnings, or permanently ban non-compliant Merchants/Providers.
- Mandatory Exhaustion of Remedies: Under RA 11967, users must exhaust Dibbs internal redress mechanisms before submitting formal administrative complaints to the DTI E-Commerce Bureau or initiating court litigation.
